Creative Commons has launched the CC signals project, aimed at creating a preference signals framework for dataset holders. This initiative seeks to foster a more equitable and sustainable AI ecosystem by allowing dataset holders to indicate how their content can be reused by machines. As AI transforms knowledge creation and sharing, CC signals are intended to navigate the challenges posed by data extraction and paywalls, promoting an open internet.

“CC signals are designed to sustain the commons in the age of AI,” said Anna Tumadóttir, CEO of Creative Commons. This framework is envisioned to balance the open nature of the internet with the growing demand for data to fuel AI development. The project is both a technical and legal tool, aimed at creating a new social contract between data providers and AI model trainers.

Feedback and Community Engagement

The CC signals project is currently open for public feedback, with an alpha launch planned for November 2025. Community involvement is encouraged through various channels:

  1. Read about the technical implementation.
  2. Share insights in the discussion forum.
  3. Submit suggestions via issues.

Engagement opportunities include town hall meetings scheduled for July and August 2025, allowing the community to provide feedback and ask questions.

The Importance of Preference Signals

The concept of preference signals is crucial for creators and dataset holders, allowing them to specify how their works can be utilized in AI training. This is particularly important as the internet faces the risk of becoming a walled-off space due to restrictive data practices. Current practices often present binary choices—either allowing full access or complete denial of use for AI training.

Through CC signals, creators can express nuanced preferences, such as allowing certain types of AI usage while restricting others. This approach fosters a more collaborative environment where innovation can thrive without compromising creators’ rights.

Legal Considerations for CC Licenses and AI

Understanding how CC licenses interact with AI training is essential for creators and researchers. The application of copyright law to AI training is complex, and CC licenses are copyright licenses. It is important to note that using more restrictive CC licenses to prevent AI training may not effectively block such use.

Addressing the Future of AI and the Commons

Engagement with stakeholders has revealed a desire for more choice regarding how works are used in AI training. Many creators want to ensure that their contributions to the commons are respected while still enabling innovative uses of their works. This reflects an ongoing dialogue about the balance between creator rights and the societal benefits of shared knowledge.

As the landscape of AI continues to evolve, tools that facilitate preference signaling will be vital. The goal is to ensure that the commons can thrive amidst rapid technological changes.
